Who was on the list, as at a date

An official list shows today. This section answers the other question: who was on that list on a date in the past, such as the date a contract was signed, an invoice was issued or a supplier was chosen.

The answer is worked out from the two dates held against every record: the day it was first seen on the official list, and the day it was no longer there. A record counts as listed on a date when it had started by that date and no removal had been recorded by it.

How a date is answered

Every listing record carries a start date and, if it has ended, an end date. For a given date the record is included when the start date is on or before it and the end date is after it. A date before the record began observing a list is answered as no data, not as an empty list.

A page is built for every date on which the register recorded a change to a list, and for no other date. That is 2 pages across every country in this run, which is every date the answer this record computes can differ, not a sample of them. A date between two of these pages is answered from the last change recorded before it, because the register recorded no change in between. It is not a finding that the list was the same on that day: this set does not say which days a list was read. That is why there is no separate point-in-time index: the dates on the records are the index. See how this is built.

The record begins when this project first observed a list, not when the list itself started. A date earlier than that is not recorded. That is a different statement from an empty list, and the page says so rather than showing one.
